It could work for if you legislate that the list goes into effect for offenders who are convicted after the passage of the legistlation. You get a clean slate, if if screw, you screw yourself up royally this time.

It would be a matter of having to make some kind of compromise for a greater good, and the real sick people will get themselves on that list anyways.

Which is true to a certain extent, but if they get life in prison without BAIL and PAROLE, thats one less beast to worry about. And if they do use a bottle, what ever they use to hold da bottle ga get cut off too. We cant give these animals more rights than victims, Victims very rarely get true justice in this country, as I said before, if their is 99.9% evidence, cut it off, if it is a woman, life in prison and the death penalty depending on the case, especially if a STD has been tranfered or if the Childs wombs had to be removed, bottle, Pen**, it does not matter.
