What's a fresh and "new" policy, has this booring budget exersize, yielded?

We had an allocation briefing, and that's good. So, what new initiatives targetted, you feel would be beneficial to you and the country, at large!?!?

Everyone keeps on talking about this budget, a budget the civil servants and Min of Finance, worked on--moreso with the former, and the latter, shuffling a few dollars here and there--so, I had to ask up front as I really wasn't paying that much attention. To be fair!
