the problem is a social one as described above. there has to be more programs to stem these young folks from having kids un prepared. the flip side of this solution is the haitian birth rates are exceding bahamian birth rate (thats another story)

i agree with teniel and other hual these kids off to jail, detention, what ever. just take them out of the general population and put them through rigourous reform programs. I also believe crimes such as murder commited by persons 15 and over should be emancipation crimes and they should be dealt with as adults.
