sounds to me like he is making excuses for why the straw market was not built in five years. there is no excuse for five years the plp failed this period.

The bid process alone sounds complicated. I understand the need to be thorough.~~

Come on now Pepper. Be non-partisan for once. This fella only saying work was done but this plan was way more massive than originally thought.
Civic work in ANY country goes slow.
Stealing of monies by government is a seperate issue.

By the looks of it, the fill is crushed conchshells, but the whole thing is on concrete piles, most of which look to be in fairly good condition. Isn't most of the harbour side of Bay Street conchshell reclaimed land anyway?
I don't know if the new market is supposed to fit in the footprint of the old market, but they may have to drive some more piles if the foundation is to be extended beyond the original.
OR
They could do it Louisianna-style where the whole market is built on a barge that is landlocked in a foundation moat. They did massive casino 'ships' that never moved from the hole they were placed in. The floating barge negates any need for piling and when a storm surge comes, it floats at it's anchoring points! Keep in mind that they weld together 6 or more big barges to create the 'foundation' so room onboard the new market would be available.
In fact, they could build the market in Freeport and tow it to Nassau - no traffic jams due to construction!

i missed the part about monies being stolen,who did he say stole money? i still say five years is a lot of time.

Five years IS a long time, but Mr Foster seems to have done a good job explaining some of the reasons WHY the hold up.
I am more concerned that the Tribune seems to have lied on this fella.

I know Mike and respect him but he was jumping through hoops.
No way this project should have taken this period of time.
I don't think the delay was his fault mind you, but he is the one trying to explain the time line so maybe he feels that the public thinks he's at fault.
Just look at what Kerzner has done in less than five years.

Kerzner could have built the straw market in three months - four months tops! But he has the advantage of not having "foot-draggers" in his employ! :)

My impression was that he clarified any misrepresentations against his name/ company's abilities and their overall preparedness and approach to the job. As far as was explained he had indeed lived up to his side of the contractual agreements necessary to began and complete the straw market but bureaucratic interference and incompetence essentially held every aspect of the project up beyond belief. After all he is the architect who has to have plans approved and then work with a host of other engineers to see the plans to fruition. He can't actually control the abilities and processes of all the other bid based aspects of the project when the government or personalities keep stepping in and flexing their muscles.

i agree, i'm not blaming him i'm merely stating that the plp criticized the fnm for not starting the straw market after just eight months now they are crying why they couldn't get it done in five years. i blame the plp but it sounds like he was making excuses for them

oh ok. I hear ya...... it does seem rather suspicious considering the monies were allocated over a 3yr period and if I am not misrepresenting what was said the gentlemen did mention that a contractor held some clause in their contract that guaranteed them a certain sum whether the project was completed or not? I wonder the amount and the contractor...........

If I am not mistake Mike said it was Wosley Dominion and a guy named Ashley Glinton(?). Mr Foster also commented that the conractor has also made considerable financial outlays with the purchase of specially crafted steal beams and pylons already made (and paid for) in overseas factories when he was given the go-ahead.
If the project is stopped this guy could go broke or at least end up in default for the manufacturing.
Sol would have gotten it done becasue he would not have to deal with all this red tape. See yinna makin' me defend dat oogly Atlantis! LOL!

Isn't that what I said. I think though that Mike feels obligated to protect the PLP. He's is a very partisan PLP hence his attempt at explaining the process with all the technical mumbo jumbo.
